Rheon was born in Carmarthen on 13 May 1985 to Einir and Rheon Tomos. His family moved to Cardiff when he was five. His older brother Aled is a musician; the two performed together on his 2015 single "Rhodd". Rheon attended Ysgol Gyfun Gymraeg Glantaf, a Welsh-speaking school, where he began performing in school drama productions at the age of 17. He was later spotted by a talent scout at the National Eisteddfod of Wales.

Rheon, who has been writing and singing since the age of 16, was the lead singer of The Convictions until he left the band to pursue an acting career. In 2010, he released his first solo album, Tongue Tied EP, at RAK Studios in London [10] by Jonathan Quarmby and Kevin Bacon. The EP, a four-track release with acoustic guitar and voice, was released digitally in June 2010.

Iwan Rheon has admitted that filming the rape scene of Sansa Stark, as the ruthless Ramsay Bolton in Game of Thrones, was the worst day of his career.
Speaking to the Metro newspaper, Rheon said of filming the rape scene, “It was horrific. No one would want to be there. No one would want to do that, but if you’re telling a story, you have to tell it right.”
The actor said, “They didn’t sensationalize it. It was very, very difficult to watch. It’s a very horrific event, unfortunately. “It was the hardest day of my career,” she said.
Sophie Turner, who plays Sansa Stark in the series, also spoke about how the rape scene affected her. Speaking to Harper’s Bazaar magazine last year, Turner said, “At first, I didn’t feel like there was anything left with me from everything Sansa went through. But even though I didn’t think it affected me emotionally, I started thinking about domestic abuse and rape, and that activated a side of me that could be an activist.”
